IT'S THE LAW
Federal law (40 CFR Part 745) requires that painted surfaces in buildings built before 1978 to be certified and follow a specific work practices to prevent lead contamination. Always ask to see your contractor's certification.
Lead safe practices and containment are required on all structures (not just target housing and child-occupied facilities) built before 1978 if you disturb ANY known lead-based paint (the paint has been tested) or ANY amount of pre-'78 paint that hasn't been tested. The untested paint is called "presumed" lead based paint. So, if the paint has not been tested, you must assume it is lead-based and you have to use lead safe work practices and containment no matter how small the job is.

The EPA requires that firms performing renovation, repair, and painting projects that disturb lead-based paint in pre-1978 homes, child care facilities and schools be certified by EPA and that they use certified renovators who are trained by EPA-approved training providers to follow lead-safe work practices.
